Technical Purchaser

Job Description

Key Responsibilities

Receive and review purchase requisitions from vessels, technical departments, engineers or project teams.

Source marine equipment, machinery spare parts, valves, pumps, piping materials, electrical components, deck equipment and shipyard consumables.

Identify suitable local and overseas suppliers and manufacturers.

Issue RFQs and obtain competitive quotations.

Evaluate quotations based on technical compliance, price, quality, availability and delivery lead time .

Verify specifications, maker/brand, model, part number, drawings, certificates and material requirements before ordering.

Liaise with Technical Superintendents, Marine Engineers and vessel personnel to clarify technical requirements.

Negotiate prices, payment terms, delivery schedules and commercial conditions with suppliers.

Prepare and issue Purchase Orders (POs).

Expedite orders and coordinate delivery to vessels, shipyards, warehouses or appointed agents.

Coordinate urgent vessel requirements and breakdown-related purchases.

Source technical services such as repair, overhaul, fabrication, machining, inspection and calibration.

Monitor supplier performance and resolve shortages, incorrect supplies, quality problems and delivery delays.

Maintain procurement documentation, quotations, POs, delivery orders, invoices and supplier records.

Coordinate with Finance, Logistics, Warehouse and Technical departments.

Ensure purchases comply with company procurement procedures, budget requirements and applicable marine standards.

Conduct site visits to vessels, shipyards, workshops, warehouses, and suppliers' premises to verify technical requirements, inspect materials/equipment, coordinate deliveries, and resolve procurement-related technical issues on site.

Requirement

Diploma/NITEC or equivalent in Marine, Mechanical, Electrical, Engineering, Supply Chain or a related discipline

Marine/shipyard procurement experience is often preferred

Ability to understand technical specifications and part numbers

Good supplier negotiation and sourcing skills and familiarity with ERP/marine procurement systems such as Sage
